West Bengal University of Health Sciences confers MHA to all graduate students of any stream.Eligibility: MBBS, BHMS, BAMS, BUMS, BDS, or any full-time regular bachelor's degree Honours course from a recognized university.Nowhere in the official letters does it say that lateral entry is open for the MHA program.
