Yes. They do accept it. National Institute of Open Schooling is an organisation run by central government. They have complete authority to conduct board exam and no one can question their validity. The basis difference is that Graduate Diploma courses are of 1 year while the Graduate Certificate courses are for 0.5 years. You may opt one as per your convenience and planning.
