The JEE is for colleges that come under NCHMCT regulations. For the rest of the colleges JEE is not required.

Inorder to join a Bachelor's programme in India, your minimum qualification should be class 12th or it's equivalent. Ensure your current qualification is equivalent to class 12th grade in India.

Yes you can do that provided your advance Diploma is considered equivalent to 12th grade.
