XLRI Jamshedpur is the best institute in India for HR. Other than that, most of the premier institutes which comes under top 20 and offers HR programme are decent enough to join. Try for XLRI, if you can.

But if I would suggest, I will tell you take up Operations as Engineers benefit from this domain in MBA.
I would prefer Operations over HR. But, then again you have the freedom to choose your own depending upon your interest.

The minimum requirement is 50 percent in Bachelor's degree. You need to appear in MBA entrance exam like CAT score well, qualify for tier rounds. Based on your performance, you can get admission for MBA programme and specialized in HR.
