As far as distance education MBA is concerned, IGNOU is a good option. It is a well-established brand name in the field of distance education. The study material of IGNOU is of international standards. The stream could be of your area of interest. HRM is also a very good option. As you grow the scope becomes wider. The fee structure for MBA in HR very per university, it might be low or high all depends on colleges or university:
Like if you pursue this course from JK Lakshmipat University the fee would be 1,25,000 + Hostel and other expenses.
