Yes you can do HR jobs in private industry. Labour and social welfare is also a part of HR. You can also go for some certificate course in HR to get good options.

For PGDM or MBA it is necessary to have Graduation Degree and also you need to give aptitude exam for entrance. if you have done diploma only then it is not possible yet to go in PGDM .

You can definitely try next year. All the best for your graduation. Try to start the process next year by February 2018 because at BIBS placements starts early. So do come down to campus and speak with the placement cell a bit early.

There is no management quota in VJIM. You have to atleast attend any of the competitive exams like MAT/CAT/XAT/ICET/ATMA/CMAT etc to be eligible for admission irrespective of the specialization you are applying for the admission.

Marketing and HR.
Like you mentioned, you are just a beginner, so first skill for any stream you should develop is communication skills, later negotiation skill also play an important role in HR and marketing.
For finance, you should have grasp over your concept and calculations.
I would suggest, go for marketing in Amity Business School.
