You can try applying for a work permit directly but after gaining some work experience mainly in Australia and Canada. Taking the study permit route is better but what are you going to study? You already have an MBA, universities particularly in Canada won't accept you for another MBA.

For Part time course in MHRDM, usually has its lectures in the evening after 6 PM-10 PM.

MBA in HR will also include Leadership in it.
So, doing a specific Course in Leadership is not required.
It would be better to opt for MBA in HR and then the second specialization as Analytics.
