Instead of certification, please do an internship in the related area where you want to make your career and participate in the organizing committee of your college festivals in the coordination, event management, budgeting, etc as it will add more value.

Dear Monika,
A break in one's career can be a challenge specially in the beginning. Certificate course in HR might not help you much unless you have anything specific in your mind such as HR analytics or payroll etc. Instead brush up your knowledge and start applying, there might be some corporate who would like to hire. You can join recruitment consultancy to begin with, later on can try moving to corporate HR.
Best wishes.

Christ University, Jain University, Indus Business Academy and Thiagarajar School of Management are some of the good colleges for MBA based on MAT score. Again it differs from specialisation you prefer.
All the best.

As per my knowledge, CGC Mohali is a good college in that region. It has a good placement record in the past.
Companies like TCS, HP, HCL, Tech Mahindra, Wipro, and Infosys visit the college for campus placements.

You can switch once you get admission. But for initial rounds, you need to fill separate forms for HR and finance.
