You are not eligible because most of the universities require minimum of 50% in graduation. You would get the admission through this percentage but you will get very low profiled B-Schools. Placement and opportunity will be zero.
So, choose from other programmes like:
Advertising
Journalism
Travel and tourism
PR and event management
Film and TV production

In Delhi, you may prefer: Bharatiya Vidya Bhavan
In Jaipur, you may go for: Banasthali Vidya peeth
In Kota, NIS Academy and OP Kothari Institute of Management are the best.

Yes, you are eligible for SIESCOMS in PGDM since you have very good score. For PGDM, you have to clear 2 rounds i.e. personal interview and group discussion and for MMS programme, you have to appear for CET. HR has a relatively small batch, keeping in mind the placements. The placements are at par with other specializations and average package would be around Rs 6 lakhs per annum.

HR has a good scope if you do MBA with specialisation in it. The scope is in the sense that HR Executive is required in all kinds of businesses. So the openings are more. However, the beginning is not too well paid. You will need to learn and exhibit good skills to be successful in the HR field. It is a bit tough in the private sector industries.
