I think now a days distance PhD is stopped but there are programmes part-time Ph.Ds offered by almost all universities.

At bangalore there are other good institutes are also available. wellingkar is not bad. banks with out collatoral or guarantee cannot provide loan. how ever try with local/private/public sector banks.
