Without arithmetic, you can clear only preliminary exam, but job will be secured after the Mains exam. In pre you can do DI and your number series and BODMAS questions (It is the simplest of all) and try to score full in English and LR. But to be honest, arithmetic is the easiest topic in mathematics, 80 percent of arithmetic can be solved if you are good at calculations and plain logic.
So do well and nail the exam
But yes, to answer your question, the exam can be aced.
