You may not be disqualified from government jobs or public sector jobs if the tattoo is on parts of the body that are concealed by the clothes you wear.

Yes, you can pursue MBA. Some banks even offer you to do your higher studies while continuing the job. Most of the banks are also collaborated with Manipal University for the same.

CAT and IBPS are two different directions. First, think how you wanted to you see yourself in future. If you go for IBPS, you will be working only in the banks, whereas MBA, you can work in any industry you wish like automobile, FMCG, software, etc. as a finance manager, operations manager, marketing manager, so the best option that suits your skill set and interests.

In all the Bank Exams like - IBPS PO, IBPS Clerk, IBPS RRB etc. the syllabus is almost same.
You can prepare for all these bank Exams at the same time.
In IBPS PO Tier 1, there are 3 sections :
English
Reasoning
Quantitative Aptitude
In PO Mains Exam, there are 5 sections

Quantitative Aptitude
General Awareness
Computer Knowledge.
