Sorry dear but you will not get a college even. So a good college is far apart. You have got rank in thousands and to get good college in ICAR examination you must get good rank as less than thousand.

There is no minimum rank like things. It changes every year. But if you have rank less than 4000 you are in for counselling.

First thing, you should have a complete knowledge of your UG syllabus. Most questions asked in the paper will usually come from your syllabus. Then find some old question papers or practice sets from a local bookseller and practice that thoroughly then you can join a coaching institute if you are not comfortable with self-study option.

Yes, you can give ICAR without a doubt. But you have to clear the maths compartment to get your result. You can not be failed or have back log in any subject before at the time of admission in a college. Try to clear it as soon as possible and in 1 attempt because then you may have to wait another year to do so.
