Yes, you can appear for December's exam, if you register now. Although, late fee penalty would be charged now. You can view the syllabus here https://www.icsi.edu/Portals/42/New Syllabus notification 2018. pdf.

You have to wait for a period from 2 week to 1 month to get your book delivered to the address and you don't have to worry about it.

You will be glad to know that B.Com graduate get an exemption in both CS and CA. For you the first Exam I. e the entrance or foundation will be exempted. Will registering online for examination and enrollment please choose direct scheme for graduates.

Common Proficiency Test (CPT) is mandatory for the following:
Students who have qualified Higher Secondary examination. Candidates who possess a bachelor's degree in any discipline. Candidates who hold a master's degree in any discipline.
Candidates who possess any professional qualification.
