Hi Nikhil,
I would suggest you to start your preparation from the 2nd year, but you should write it in either 3rd or 4th year because GATE and other exams cover the course of mainly 2nd and 3rd year.
If you are applying for fall, you should take latest by July or even before that, so that after writing it once you can think about a second chance, if not happy with your score, otherwise you start building up your SOP and search for the right place to go.

Four to six months if you have studied in English medium school and speak well. Take a mock test and see if how much preparation is required and join coaching accordingly.

You can buy Cambridge part 11 and do the practice tests or you can analyse your score if it is in the bracket of 7-9, then you need nothing else.

Hi,
As you have very less time for preparation, everything will depend upon your current level of English but don't worry. You can prepare yourself by watching documentaries* (short movies) in English with subtitles. With this you can improve your listening skills. Reading books and newspaper would also help you in writing and reading. You can upgrade your speaking by talking with your friend in English. Moreover, you should understand the pattern of each module. You can do this by visiting numerous websites on internet which are providing information about IELTS. At last, you should do some sample practice tests for more improvement.
