The decision on an application for a Canadian study permit will completely be based on one's individual application package. IELTS is basically a British test, if you have applied for an institute in British Commonwealth then go for IELTS else you can take up TOEFL which is also widely accepted. As far as I know, TOEFL is accepted in Ireland.
