Hi Hire,
You should first check university specific admission requirements and decide which university or universities you want to apply to. You can shortlist 5-7 universities. For PG level courses, our CGPA is good, but your IELTS seems low. So, it is better if you check the university websites to get first hand information and updates. Email them if necessary. SOP and LOR is also required. You must know the deadlines by which your online application form must be submitted.

Yes, you are eligible to apply for Canadian universities as you have got eligible IELTS score for maximum universities with a good score in +2 also.

Since you mentioned you are from non-medical, that still leaves a lot of options available for you ranging from engineering, arts, business, psychology, economics, sciences and maths just to name a few. You can try for the government Universities like TU Berlin, FU Berlin, Humboldt Berlin, TU Munich, etc. These will accept the scores and do check for your course through the website.

Yes, if you are really very passionate about your Master's degree and have decided in your heart to follow your dreams then don't hesitate and don't worry, you're really gonna be able to do it. It's not that big of a deal. You just need to work very hard and rest assured, the German Universities degree have a lot of weight.
