Hi,
It will really depend on how the university evaluates the application profiles, how competitive they are and how your overall profile is. Your grades are not all bad. The absentees can be justified. Very good recommendation letters and a strong personal statement will be required.

I think there are some colleges, which don't require IELTS, but I feel it is not a good option to study which waives IELTS, as most of the top colleges require IELTS, as a mandatory requirement. I suggest you to get good IELTS score, as it adds value to your profile and can choose good universities too.

IELTS is an exam that tests the English Language Skills of the aspirants who want to go abroad for Study or Jobs. There are companies and Jobs that do not accept you without qualifying the IELTS. To go to these countries which are English Speaking Countries, IELTS is must. It helps much in getting a job in the foreign countries.

Yes, you can find some universities which might accept you. They may not be the top ones though. Also, remember options will be limited.

You need IELTS over all 6.5 band and each component 6 band to do any Masters in Canada. Take some coaching and rewrite the exam you will get the required marks. There will not be an MCA in Canada. You have many specialised Masters programme in Canada and there will not be an MCA. You can take any one field which is of your interest.
