Yes, you can do that. But, you have to see the college specific admission requirements such as minimum grades, required IELTS scores, the admission deadlines etc., and apply accordingly.

For sure, it will help you with the preparation of listening skills for IELTS. In fact, listening to podcasts will get you used to different accents, pace of talking, vocabulary etc. All this will indirectly impact your listening skills for IELTS.

British Council or IDP, both are okay for IELTS. There isn't necessarily any such difference in the way you are marked and evaluated.

Yes, you can study. You can check nursing courses, Bachelors or RNM. Details regarding what you need to submit has to be checked on university websites. You will need your academic transcripts, and yes IELTS is necessary.
