Yes, chances are there. You may have to retake the IELTS, please check the score requirements on university websites and email them. A very strong SOP and excellent letters of recommendation from your professors, research work, publications etc. must be demonstrated.

You may study abroad without giving IELTS. This will depend on the university and also on your profile. Certain universities can waive it off if you have a strong profile. On the other hand, there are universities which may offer you a bridge course in English. Universities in countries like Singapore don't ask for IELTS or TOEFL scores from Indian students. There is no specific answer to your query as it is specific to an applicant and university solely. But, there are cases where English language requirements are waived off.

As of now, you are not eligible for an MBA in USA. Firstly, you haven't completed your Bachelor's degree, secondly you must gain work experience on completion of your degree and prior to the MBA application process. Additionally, you must take GMAT, thirdly your IELTS I am afraid is slightly low, but it can still be considered depending on the university. If you are keen for a management degree, you may consider MS Management instead. Also, keep note that most US universities require a four year Bachelor's degree.
