Hello, You may look at university requirements of different countries for your profile, since your admission depends on your IELTS & GPA of your undergraduate degree besides the course you are applying to. Yes, some universities across the world can take you on this IELTS.

Hello, The MS programs are highly competitive in Canada. Your profile seems strong however admissions will depend on your overall application package including LORs and SOP. You may look at Lakehead university, University of Windsor or University of Fraser Valley etc.
Also, MS programs could be either research based or coursework. Research based are selective and would require a superviser to accept you first. You have to decide what is best for you and apply accordingly. Begin researching on the Masters courses, visit university websites, write to them and start the application process a year ahead of the intakes.

An Indian, bachelor degree like BA, B.Com or B.Sc is equivalent to a British Bachelor (Ordinary) Degree and for most Universities, a good first degree from a leading university in India or its equival

Hello, As your percentage is too low for a Canadian university as per expectation & even IELTS is just at par. You may look at Thompson River University for Master of Education in Environmental Economics and Management. Rest of the Canadian universities would be a little hard to get & instead you should be applying for Niagara College or Lambton College for PG diploma.

Hello, TOEFL or IELTS are English language requirement test and very much required. However universities can waiver it off if you have a really strong profile and no requirement of an additional English test for you.You need to confirm with the universities for the same. I hope you are aware that SAT is mainly required to study in US, few universities in Singapore too requires.
