You have to visit university websites and research yourself for specific admission requirements. Admissions are not based on IELTS alone and if an university finds your profile strong they may accept you. Every program and University has different admission requirements. You may also be required to take a bridge course in English if the university suggests.

It is essential that you improve your English language skills to study abroad. Are you asking a question or claiming to be eligible? I am assuming the former. To know if you are eligible, please check university websites, every program and college have separate entry requirements. so, you have to check the websites. Normally, for PG level studies, more than 6.5 is required.

India being a multilingual country has variety of English speaking population and yet may not be at par with International standards. Hence, the idea of proficiency tests like IELTS makes its easier to know the level of students applying abroad. Certain universities now a days don't ask for it if you have English as the medium of instruction for last 4 or 5 years. You may check the list here but it will depend mainly on course:

MS In Germany requires the following:
1. 75% or more in Bachelor's
2. IELTS score of 6.5 or more. it may vary from university to another.
3. CV
4. Letters of recommendation
5. Work experience is preferred but not compulsory
6. Any research/ publication/thesis etc in your subject is given good weightage
