Every university has different requirements. Can you mention your desired level, UG or PG?

If you are looking for Bachelor's degree, an overall IELTS of 6 is recommended with no section less than 5.5. For PG courses, an overall score of 6.5 is required mostly with no part less than 6. This is a general overview of the requirements. The scholarships will depend on your profile. Mostly, financial aid is offered by the universities on merit basis.

65% is alright, however an overall score of 5.5 is not good. I will suggest you to retake IELTS exam. MS programs require 6.5 or higher in IELTS.

Please write to studyabroad@shiksha.com for university selection.
296 is a low score you may check for universities not requiring the GRE for better chances.
