Hi Jatin,
Please check with the universities you want to apply to. Australian universities have many provisions, if you don't meet IELTS requirement you can enrol into foundation programs in English.

You can take the IELTS as there is no such eligibility required. However, there will be issues while applying to competitive universities unless you have very good grades.

All reputed institutions abroad consider GMAT score. If you are going to an English speaking country, then IELTS is a compulsory exam.

Your IELTS is one of the requirements, major criteria include academic grades, GMAT scores and your work experience. Having a good IELTS alone won't help.

No tuition fee is there in state university. If you go for English program then IELTS is compulsory and if you go for German program then TESTDAF is compulsory.

Hi,
There is no problem as such in distance learning Bachelor's degree if you want to apply for MBA programme outside India. If you qualify the admission process, eligibility and your university is approved from UGC and AIU then you would get the admission.

For international students, all universities accept a minimum of 6 bands. Even if you find a university or college accepting 5 bands, remember that visa officers might reject your application because they don't consider anything less than 6 or 6.5.
