Yes, you can apply to universities with 6.5 and 65%. I would recommend that having at least 1-2 years of work experience before going in for an MBA as most of the good business schools require work experience, it would really help in your career progression.

A GRE score of 310 to 315 would be pretty acceptable with TOEFL 115 onwards.

The minimum is overall 6 bands with no band less than 5.5.

I would suggest you do MS in the same line and choose a specialisation in which you are interested. While selecting the course and university, you can select the college which offer you an internship at the end of the course.
This will increase your chances of getting employed in the same firm, where you will do your internship as you already have 2 years of experience and if you perform well during the internship. It helps if your 2 year experience is with a known company and yes, IELTS and your academic scores are enough.

Cambridge is one of the world's top most university. Admissions are done on merit basis and you must be academically strong. Only having an IELTS score will not help much.
