It depends on the requirement of the particular college or university. If your score is at par with their eligibility criteria, then it is possible.

First of all, I need to know about your qualifications because most of the universities ask for above 6 band in every module of IELTS after Bachelors. Your overall score is perfect.

If you are looking at pursuing a degree course, then 60% is a bit low for it. But you can go for an undergraduate diploma course, as you can get admission for those course with your academic profile. Please check Langara college's website if they offer diploma courses in a specialization of your choice or not.

NIOS board certification is totally valid for further education, government jobs or private jobs, but for global education you need to check with the particular university for the eligibility criteria. You can contact a study abroad consultant for the same.

Many say you will get refusal as there is no Embassy interview, it doesn't make any sense for all those people who said this.
Your 12th percentage and IELTS score is perfect to get admission and visa for Canada.
With such good percentage and IELTS score, visa can only be rejected in 1 case i.e if there is no relevancy at all between your 12th subjects and the course you want to take in graduation.

There is an online application form for IELTS. There is a calendar of IELTS examination and you have to select a date on which you want to give the exam.
Speaking is on some other day while reading, listening and writing is on the same day in quick succession, i.e. no gap in between. The application fees is Rs.11,500, which has to be paid online and result will be out on 13th day after the main exam.

It's not possible because after your exam, you will get a result in 15 days, after that you are eligible to apply, but for January intake all the deadlines will end in mid-July to end of July. But, some institute will still say that, they will consider it, but practically it is not possible as visa process is also a lengthy procedure.
