Yes this is possible but some recruitment exams like in Madhya Pradesh don't accept the degree done together at a same time. So check this fact and you can pursue the course.

UGC has approved a proposal to allow students to pursue two degree programmes at the same time. One of the degrees has to be in the regular mode and the other either in open and distance learning or online. So don't worry you can do B.Ed and blis together.

The minimum duration to complete UG programme is three years and the maximum duration is six years for IGNOU. However if you are three years engineering Diploma holder and study systematically, than you can clear both sections A & B in minimum time. For Diploma holders, the minimum time required to completely pass AMIE is 2 years and for others it is 3 and half years.

A Ph.D. in counseling psychology typically takes four years of full-time study to complete or more for part-time students. Admission in this new session than don't worry as admission is going on till 31 Jan 2022 so just go through the official website first and if you were talking about last session so I think you can still take admission with late fees or re registration also happen and if more confusion than do query directly to IGNOU official email address.
