For candidates from General and OBC categories, the upper age limit is 22 years as on 01.07.2018. Candidates born on or after July 01, 1996 are eligible. In the case of Scheduled Caste and Scheduled Tribe candidates, the upper age limit is 25 years as on 01.07.2018 Feb 12, 2018

Anybody is eligible to give exam but you need English as a core subject.

The five diploma courses are the core areas of food and beverage operations. It is open to 12th pass students of +2 system who must have studied English language as one of the subjects.
So, English language is must here, Hence you can not be eligible.
