Yes, you are eligible you just need the clear the NCHMCT JEE exam as well as if you want to do from a private institution there are many universities offering the B.Sc. in hotel management.

Yes, the fees of IHM Mumbai is Rs. 2.36 lakhs for three years and for IHM Delhi, it will be around 2-2.5lakhs for 3 years. Also, please check on their respective websites for detailed fee structure:

By third country if you mean as a non-ally country to India, then you would have to contact the college directly for admission and its fine lines. The college would be able to assist you in understanding the issue better.

Yes, you may get admission. There will be many colleges near you and if you don't get in the 2nd round then try to attend the 3rd counselling.

Yes, you attend all the counseling rounds. Last year's closing rank ranged in 10000 for ST seats. Also, check the cutoffs for NCHMCT 2017.
