If I talk about NIT, Srinagar the last year cut off in B.Tech CSE for female (OBC-NCL) in home state quota was 24433 and 62646 respectively. On the basis of your JEE Main percentile, your expected rank is falling between 26000-35000 then your chances are very high. Further, you have also a good chance for IIITs but you have to apply for them separately.

The final AIR will be declared after April 2019 considering the best score out of the two JEE Main attempts for all the applicants, hence based on current percentile we cannot predict whether you will qualify for NITs, IIITs or GFTIs. Wait for the final AIR declaration.

If you are in SC/ST category students, then maybe you are able to get IIIT with JEE Mains and Advance score cutoff, otherwise not.

No, you are not eligible for IITs or IIITs, you can only get admission in private colleges if you are a general or OBC category student. You can only give state level exams like UPSEE or WBJEE and many more. If you have any queries please feel free to ask.

This year, there is no such kind of criteria like 75% in order to get admission in IIT but I suggest you to prepare a backup plan in order to take admission in the colleges. Since there is both the chances of applying this criteria in next year or may be not.
Best of luck.
