It's not even possible for you to get admission in any of the colleges with 9 lakh rank. To know in which colleges you are eligible to apply, use the college predictor tool:

Loans are provided by banks, not colleges. So contact your bank and ask them about the loan criteria and interest rate. They will help you in all this.
