1. Interest- This is the major factor. You have to follow your interest, whether CS or EEE or any other stream. Have a look on the blueprint of the course if you have confusion on what you are going to study in these streams.
2. Institute- IIIT- Sricity is an emerging institute whereas NIT-Andhra Pradesh (Warangal) is known for its quality of education and placement opportunities from many years.
Obviously there is no comparison between two institutes. If you have interest in EEE, just go for NIT-Andhra Pradesh or if you have passion towards CS, you can try IIIT-Sricity.

Hope you are doing well. No, you are not eligible for any IIIT because you don't have good marks for IIITs. Also, you are not eligible for NITs. Try for government colleges, you will definitely get one.

With such rank, I don't think you'll get admission in NIT or IIIT in the CSE branch, but you can go through the previous year data on JoSAA website.
