It depends on which branch you prefer. The best NITs lie in the south, i.e. NIT Trichy, Warangal, Surathkal and Calicut. The other top NITs include NIT Allahabad, Jaipur, Bhopal, Nagpur, Kurukshetra, Durgapur, etc. The best IIITs include IIIT Allahabad, IIIT Trichy, IIITDM Kanchipuram, etc. If you prefer CSE, ECE and IT, then IIIT is the best. It is good that you are looking forward to get admission in the top institutes of India, however, as per your marks you are chances are nil to get any NITs or IIITs, but you have come very close this year, so I will suggest you to take a gap and prepare well for the next year. All the best.

No, You cannot get any NIT or IIIT as your score is too low. You should try for government. Or private engineering. College. You can predict the college here according to your score and rank, Link is here:-

You can join IIT Surat. Scope wise, you would get the opportunity to sit in placement with SVNIT guys because it will not be established till then and the best part is that you can join this institute at low ranks!
You can join it through counseling but all depend on you.

If you belong to state boards, then chances are there. For that you have to see the different state boards cutoff. But if you belong to CBSE, then you are not eligible for getting admission through josaa.
