The minimum percentile is dependent on the category one belongs to. The first shortlisting is done roughly on the basis of category for all the students. The academic diversity helps one while calculating the composite score at the end of second round. The composite score is calculated for everyone with extra points for non engineering students. For IIM Lucknow, 5 point weight is given for non engineers this year and for Amritsar, Kashipur and Sirmaur, it is somewhat similar. First of all, getting an IIM call depends on a lot of factors other than CAT percentile like number of applicants, seats available etc. Officially IIM Amritsar requires 90 percentile and IIM Sirmaur and Kashipur both requires 95 percentile for a general category student to get a call for GD PI. But in cases with a good academic profile with achievements and/or work experience or academic diversity or an impressive resume, people have gotten calls with 92+ percentile in baby Iims like Sirmaur and Amritsar. The last year sectional and overall CAT percentile for general category are as under:-
1. QA= 80
2. DI & LR= 80
3. VARC= 80
4. Overall= 90.
Candidates need to meet the sectional as well as overall cutoff requirement in order to move to the next round of the selection process. The ones who qualify will appear for WAT and PI.

There's no cutoff with respect to your graduation scores while applying. So, yes you can apply.
As far as chances of getting a call are concerned, it depends solely on your CAT score.

Hello, to get admission in MBA in any of the IIM in India you need to crack CAT(Common Aptitude Test) exam. The exam is jointly conducted to get admission in all the IIM'S. So prepare well for the CAT exam so you could get admission in IIM, Kashipur. All the best !!

There are 20 functional IIMs right now in the country. Every year each of them releases their criteria for calling students for GD/WAT/PI rounds. Though academic performance at school does make an impact on a student's chances of getting a call from the IIMs, it is to be kept in mind that it's not the only criteria.
