It will depend on your social caste, educational background, work experience, interview etc. It cannot be said with certainty about one's chance of getting admission at IIM Shillong. It will depend on your performance in interview and GD.

With 95 percentile, you won't be getting calls from any of the IIMs. If you are interested in doing MBA only from IIMs, then go for CAT 2017, otherwise there are several top-level B-schools which you can get with your score.

Yes, IIM Shillong do adhere to the Government of India reservation policy. There are seats reserved for category students as mandated by the Government of India for the centrally funded technical institutions.

I guess you are not even eligible to write CAT if you have secured less than 50 percentage in your graduation, pertaining to the fact that you belong to general category. However, if you belong to any other category the qualifying percentage is 40; "as of what i remember". For more details please log onto : iimcat.ac.in .
IIM Shillong follows all the guidelines prescribed by the CAT examination body.

All candidates have to go through the common admission procedure. There are different admission procedures for domestic and overseas candidates. The eligibility criteria for the batch of PGP 2017-2019 is 50% marks or equivalent CGPA at the bachelor degree level.
