With 95 percentile, you won't be getting calls from any of the IIMs. If you are interested in doing MBA only from IIMs, then go for CAT 2017, otherwise there are several top-level B-schools which you can get with your score.

Yes, IIM Shillong do adhere to the Government of India reservation policy. There are seats reserved for category students as mandated by the Government of India for the centrally funded technical institutions.

I guess you are not even eligible to write CAT if you have secured less than 50 percentage in your graduation, pertaining to the fact that you belong to general category.
