Although the cut-off for each of the colleges changes year by year, a percentile between 97-100 will get you into a reputed college like on of these. Also the academics too matter.

A good CAT percentile of 99.7+ can put you in a decent position to get into FMS.

It's ultimately your passion that should decide. If you want to become generalist, go for MBA, but if you have passion for Technology then go for M.Tech. But normally MBA gets better packages.

Currently, a majority of students studying in top IIMs are from engineering (generally from top colleges.)
This is because of following reasons-
1. These students have a record of academic excellence coming from prestigious institutions from India.
2. Generally, engineering students have high analytical and reasoning skills because of the rigorous curriculum they study.
But as many students from engineering background apply for IIMs there is no such advantage to an individual.
Moreover, as the number of engineering students is more in IIMs, IIMs are giving diversity points to students from a non-engineering background making it a bit ea

Fees for IIMs are really high because IIMs are not completely govt. Actually, they are UGC recognised Govt. of India undertaking. It means syllabus, teaching quality, etc., are governed by the govt. but the management of the institution is taken care by a private entity which requires a lot amount to maintain the standard. I hope you are getting my point.
