Eligibility criteria for the MBA programme in Risk Management at IIM Delhi are a Bachelor's degree with 50% marks, three years of work experience, and a valid CAT GMAT or GRE score and aslo maybe there are work experience criteria for the same. The eligibility criteria for admission to MBA programs at Iims (Indian Institutes of Management) vary from institute to institute. I don't think you're eligible for application since your score is quite low. The percentage range for CAT to be eligible for MBA in IIM ranges between 80 to 90 percentage.
