Admissions office has a way to estimate the waitlist numbers. Even previous years movements are kept in mind while releasing lists. Certain conversion ratios and statistics are present with the office that they use to estimate.All colleges do that. That's how it works.
In the first list, total 147 students had accepted the offer before 19th of May. Also the movement has been quite unpredictable. Here is the list of 2nd announcement.
First list - GLWL1 – GLWL 360, OBWL1-OBWL160, SCWL1-SCWL90, STWL1-STWL40, DAWL1-DAWL15
Speaking about chances can't be assured from my side as there can be buffer calls as well. Compare it with last year mo

It is very difficult to speak about chances. Although you can speculate with the last years waitlist movement.
