Candidates must get 75% in Class 12 or be in the top 20 percentile in order to be eligible for JOSAA counselling. The qualifying percentage is 65% for candidates who identify as SC, ST, or PwD. (to be admitted to IITs). The ability to participate in JoSAA 2024 counselling will be extended to all applicants who meet the requirements for JEE Advanced 2024. Sorry to say, but this rank is now enough to get CSE in any IIT, but you can easily get Electrical branch in decent IITs.

No that won't make a problem for you. The JAB considers all of this in the counselling.

IIT Roorkee will be better as IIT Roorkee is a very good college with great placement offers. IIT Dhanbad in contrast has not much good placements than IIT Roorkee.
