No, you can't get seat without any competition. You have to give JEE Mains AND ADVANCE.

Hi, if you interested in chemical engineering, IIT Delhi is the best college so you will need to crack JEE Mains and JEE advance and secure a good rank and get admission in IIT Delhi.

I would suggest you to go with CSE in IIT-Roorkee than EEE in IIT Delhi as placement wise CSE is good than EEE.

Yes, if anyone get a seat through counseling after GATE exam in any college he/she will get a stipend. So whether it is IIT or NIT you will get stipend.

Yes, you can easily select your stream in GATE paper. There is no boundation that you can't give from another stream, so don't worry just start preparing.

The eligibility condition for seeking admission in an IIT for a General candidate is 75% marks in 12th. There are some more criteria also. Once a student has all these criteria then he is to appear for JEE Mains first and if clearing it, then JEE Advanced. Only the score of JEE Advanced will decide the merit list for the students who will be admitted into different IITs. If you have done a B.Sc. Already it means you must have done 12th and if you have 75% in that then perhaps you would be eligible but there is a condition also as to up to what year a student should pass his 12th.
