Every year there is different cut-off. Since, your is an OBC category, you can apply. Last year, they have accepted such score.

No, for admission in MBA program you have to appear CAT exam followed by GD and PI process. DMS, IIT (ISM) Dhanbad accepts only CAT score, the CAT cut-off varies from year to year. For admission, you have to fill up form which is released by department in month of January and the by the mid of February(tentative date) you have to submit that form along with the CAT score,then shortlisted candidate are called for GD&PI process which will be around mid of April, then results are declared within a month after that selected candidates can get their seats lock for MBA program.

The proposed strength for the MBA program is 62 including the reserved seats under (OBC/ST/SC) and (PwD / Defence Personnel / JK / PS). The number of student enrolled to MBA program in 2015 was 37 and with the declaration of ISM to IIT by Indian Government the number of enrolled students has increased and is 50 for 2016 batch.

DMS, ISM has always focus on PSU's , before 2014 placement rate was around 85-90%, but after that most of PSU's has stopped their recruitment on campus and because of that 2015 placement declined to 50%, and for this year placement which has started in mid-December and started with great figures 9 out of 35 already placed with companies like IDEA, AIRTEL, NESTLE and companies like HYUNDAI, MECL, KOTAK BANK and many more to visit so exact figure can be given by end of January.
No. of companies visited till 20th December – 3 and
No. of companies expected to visit for placements this year -15 to 17.

It is difficult to say anything about the minimum cut off. Every year, the minimum cut off changes. It ranges from as low as 60-70 percentile to higher percentile of 80. So let's see what they decide this year.
