IIT - Kharagpur indeed has aeronautical engineering branch. There are more colleges offering this branch of engineering in West Bengal.

Scores by OBC students is improving every year. Hence, I feel if you can get around 75+ percentile in JEE Advanced, you should get admission in your desired branch.

The fees for an OBC candidate must be in range of 4-6 lacs for two year MBA course as well as M.Tech course. Although, you can contact admission committee for the OBC candidate's fee structure of M.Tech.

No, if you are from general category, you should not apply for it as the cut-off will be very high. You can try for ITM Mumbai, Christ University-Bangalore, Alliance University-Bangalore, NIA Pune, SIES-Mumbai and Welingkar-Mumbai.
