Yes, you can get admission.
And if you belong to some minor category and you have the certificate then also put that it will be better and easy to get admission.

Offcourse IIT Patna is better. IIT gets more fund, better infrastructure, better placement opportunity, better research work, better faculty members, etc.

Of course, it is a safe place. I do not think you need to worry about it. City is also safe. Other thing is that IIT Patna comes under the center, so there is no chance of ragging or anything. IIT Patna is in Bihar and that area is less populated.

Both are IITs and both have a renowned name of academics and admission. However, IIT at Gwalior has an upper rank than that of Patna.

No, you can't get the result. You need to give both paper to be eligible for admission in IIT.
