For applying in M.Tech in structural engineering, a person must be having a Bachelor's degree in civil engineering or any of the related fields like architectural engineering, infrastructure engineering, construction technology, etc. A B.Tech graduate can apply for this course.

IIT Roorkee will be better as IIT Roorkee is a very good college with great placement offers. IIT Dhanbad in contrast has not much good placements than IIT Roorkee.

You can look for the IIT Roorkee's Ph.D. disciplines. It offers Ph.D. programmes in engineering and management. For additional confirmation, one might speak with the IIT R Humanities department. Additionally, you can research the following universities for a Ph.D. in paper code 60: JNU, DU, BHU, Nalanda University, and Ambedkar University. State institutions and research-focused universities come in second and third for Ph.D. programmes, respectively. Good wishes.
