You cannot get into an IIT without JEE beacause for undergraduate programs, passing the JEE Advanced is usually a requirement to get into an IIT. However, by taking tests like the GATE (Graduate Aptitude Test in Engineering) or JAM (Joint Admission Test for M.Sc.), you can get into an IIT without taking the JEE for postgraduate programs like M.Sc. or Ph.D. Verify the precise qualifying requirements for the programs in which you are interested.

Yes, IITs offer some seats to sponsored students. Those students who are sponsered by their employer or organisation can take admission to M.Tech courses without attending GATE exam. However for unsponsered candidates it is mandetory to take GATE exam in order to get admission to M.Tech courses.
