As you are saying that your percentile is 62. It is impossible for you to get a seat in NIT or IIT. You can try for private colleges.

I gave JEE Mains in 2019 and 2020 and passed out 12th in 2019 can I give Mains 2021 and advanced next year?

You can give only JEE Mains 2021, not JEE advance.
