Hi,
You have to appear for all India entrance CAT. On the basis of CAT score, candidates are shortlisted for what and personal interview. As part of the eligibility criteria for MBA in IIT Delhi, a candidate must possess a Four-Years Bachelor's Degree in any discipline with minimum 60 percent aggregate or 6.00 CGPA on a 10 point scale in their graduation.

Yes, you can report to your the nearest IIT for reporting or else you can visit IIT-Patna. It's your choice, but you have to do it in given time. If it's given IIT-Patna in that day in your provisional seat allotment to report then you have to report at IIT Patna only.

Yes, according to me, you should go for IIIT and not for IIT as CS has more scope than mechanical and the college doesn't matter in comparison to branch, what will be the benefit if you get a job in mechanical and not get promotion due to its very less scope.
