Hi,
With 11000 rank in JEE Mains paper 2 2019 exam and a good score in your class 12th, you have less chances to secure admission in NITs and IITs.

If you have good score in JEE Advanced, you can apply for other top colleges other than IITs which accept JEE Advance score.

Hello,
Getting admission in IIT is a dynamic process. If there are enough candidates of a particular category above announced cutoffs then admission is easier. Last year there were not enough candidates in some categories meaning all who scored above cutoff got admission? Just wait for few days for the announcement of cutoff of JEE Advanced. Best wishes to you.
