Yes, you can. The eligibility for IIT JAM is to have a minimum of 55 percent (for general category) in Bachelor's degree and 50 percent (for reserved categories). For more details, you may refer the link below:

Getting admission in IITs will be based on rank, as we can't assure how other students who appeared have performed. So, If you are like less than 3000 AIR, then you can get admission in any one of the top IITs.

Yes, you are eligible. The minimum percentge that should be scored in board exams is 65 for the students of reserved categories like SC, ST, OBC and PwD.

If you clear JEE Advanced with a decent rank then you can get a seat based on your ranks only and not as per your wish. There will be a counselling process and based on your ranks and available seats, you will get admission.
