If you fulfill the eligibility criteria of the specific institute you may complete further admission formalities. For now, I would suggest you to first contact the institute officials of the shortlisted universities directly for specific eligibility criteria details.

Actually speaking, even 100 percentile in JEE Mains examination conducted by NTA will not get you a seat in IIT. However a good score is definitely required in the examination to get clearance for appearing in JEE Advanced. It is the score which you obtain in JEE Advanced that will be the deciding factor for admissions in all of the IIT's. It goes without saying that you must do well in JEE Mains so that you are in the zone where your percentile is enough to get you qualify for JEE Advanced. JEE Advanced examination is yet to be conducted this year on 27 May 2019. IIT Roorkee holds the responsibility for conducting the exam in computer-based mode. Candidates who have cleared JEE Main will only be allowed to sit for JEE Advanced. So, it is too early to answer if you will get admission in IIT or NIT with 70 marks in JEE Advanced examination. It totally depends on the cut-off marks for different categories. Though generally, SC, ST, OBC students do get admissions into IIT with these marks. Your son can get admission in any one of the IITs if he gets qualified in JEE Advanced examination. Based on his Advanced exam rank, he will be allotted seat and stream in one of the esteemed IITs.
